According to this, the Capitol is near Denver, CO and all the Districts sort of swirl out from there, which is odd, boundary-wise, but looks awesome. Also, I think it’s cool that Panem isn’t just America, but Canada and Mexico as well.
Geographically, I’d be District 10, which makes sense, because of all the cows. I find it odd that the southern half of Illinois isn’t District 11, but it still makes sense for the Mississippi River to remain a border.
